Well, if it is cut over the ears, it would be called a mullet, the 80's hairstyle for men.
If it is a ladies hair do, I am thinking that it could be a shag haircut that is really short on top, or an area that is really short and then blends to longer hair. I am a hairstylist, and have not cut anything like that lately. I wish I could see a photo of exactly what you are talking about.
