It looks like the girl has natually curly hair and using a hair product like Tigi Curls Rock you put in when towel dried . Blow dry on low and "scrunch" hair. Round brush bangs, looks like she has "heavy" bangs. Don't curl too much, mostly round brush for volume. If your hair is straight this look is difficult..but if you have any kind of natural wave good products will really help! You can even dry 1/2 way and then use metal clips to clip end of strands to scalp using scrunched up pieces of hair, then let air dry the rest of the way..hope this makes sense and helps!

one way is to braid your hair and to give it a poof affect, braid it not into one whole braid, then your hair spray it and put some bio silk to make your hair form then after you put hair spray
